European Commission/Cardno Emerging Markets Ltd - Final Evaluation of the Environmentally and Socially Responsible Tourism Capacity Development Programme -2016
Project Description:
The mission is the final evaluation of the EC-funded Environmentally and Socially Responsible Tourism Capacity Development Programme (ESRT Programme in Vietnam). The overall project objective was: "To mainstream responsible tourism principles into Vietnam’s tourism sector to enhance competitiveness and contributing to achieving the Socio Economic Development Plan (SEDP)."
The programme worked in three key component areas:
(1) Policy Support and Institutional Strengthening
(2) Product Competitiveness and Public-Private Dialogue
(3) Vocational Training and Education.
The main objective of the Final Evaluation was to review project progress, to check results against targets, and to provide a clear and concise opinion and assessment whether the progamme has met its objectives. In this respect the mission assessed the relevance, efficiency, effectiveness, impact and sustainability of the ESRT programme related to its stated purpose and expected results, in accordance with EC evaluation guidelines. By identifying weaknesses and challenges, the evaluation helped the European Commission Delegation and the Vietnam National Administration of Tourism to assess the impact of the programme as well as consider lessons learnt.
State Government of Victoria (Australia) - International Education Opportunities in Vietnam - 2016
Project Description:
The South East Asia Victorian Government Business Office (SEA VGBO) seeked to commission a project to scope international education barriers and opportunities in Vietnam for Victoria State’s universities and education service providers. Vietnam was identified as a priority market for the Victorian international education sector. Vietnam was Victoria’s third largest source market for international students and Victorian education providers were keen to build on these links to secure offshore partnerships and projects with the Vietnamese government, education institutions and industry.
Because of Victoria’s early involvement in education in Vietnam, the State was well placed to build on initiatives such as the Vietnamese Government’s proposed investment in VET reform. To appropriately and effectively meet demand for education services in Vietnam, a renewed and targeted effort in-market was required. In particular, there was a need to better understand the policy and regulatory environment, barriers to market access, the scope of business and partnership opportunities, and options for a future in-market Victorian Government presence.
BTC - Facility To Capacity Building Project (Vie 1188811) - 2016
Project Description:
The Facility to Capacity Building (FCB) aimed to improve the quality of human resources of Vietnam through strengthening the innovation and management skill capacities of both individuals and institutions by taking into account a broader setting including master degree trainings, traineeships, alumni fellowships, net-working, coaching, and professional development activities. The Consultant's mandates is to
(i) Identifying, attracting, and facilitating participation of beneficiary organisations
(ii) Evaluating beneficiary and training supplier proposal
(iii) Provide target groups with tools, instruments, expertise and support for effective training
(iv) Provide quality control and support for delivery of trainings
(v) Support the formation and implementation of a specified monitoring and evaluation system.
BTC - Baseline Survey and Socio Economic Study for the Project “Integrated water management & urban development for climate change in Ninh Thuan province” - 2016
Project Description:
To collect Baseline data and to conduct the Socio-Economic Survey in 11 communes/wards of 05 districts and cities around Dinh River. It provided quantitative and qualitative information on socio-economic status of households within the projected region; information on knowledge, skill, attitude and concern of residents towards climate change, environment and how to respond with natural disaster.
The survey also assessed capability of the local authorities in managing water resources, forecasting and responding to floods and storms and conducting urban planning in connection with climate change and identifies their demands in order to improve their capability for the project’s priorities.

Athena Informics (funded by UNICEF) - Literature review and mapping of interventions of child labour - 2016
Project Description:
The purpose of this study was to increase understanding on the scope and drivers of child labour in various sectors, what services were currently available for child labourers and their families, and who was doing what in respects of child labour in Vietnam. The study was designed to inform policy development and programming with the private sector and Government, including the policy development and programme on Worst Forms on Child Labour and the National Programme on Child Protection.
An overseas private firm - Natural gas’s substitute fuels in Vietnam: market research into the scope of supply for the industrial sector - 2016
Project Description:
The Client wished to understand the market of key substitute products of natural gas in order to develop comprehensive understanding on the big picture of fuel supplying market in Vietnam. Therefore, the client commissioned a study on the goal of outlining macro perspective of some fuel sources, how each market function as well as profiles of the key suppliers.
There were a number of fuels subjected to the study, including: Fuel Oil, LPG (Liquefied Petroleum Gas), Coal and Biomass (woodchip, rice husk and cashew oil). MKE Team conducted the desk research to review the current situation of the Vietnam market in the field of fuel processing industry, and in-depth interviews with relevant stakeholders of each sub-industry; and wrote the report.

LuxDevelopment - Midterm evaluation of the project “Climate Adapted Local Development and Innovation” - 2015
Project Description:
The project “Climate Adapted Local Development and Innovation” (VIE/033), jointly funded by the Governments of Vietnam and of the Grant Duchy of Luxembourg, was launched in 2014 with the objective to reduce poverty in the poorest localities and to mitigate the losses caused by natural disasters and climate change in most vulnerable areas. It was implemented in 29 poor and vulnerable (i.e. coastal, lagoon or lowland) communes in three districts in Thừa Thiên–Huế Province.
The project beneficiaries were approximately 400,000 people living on 124,000 hectares of land and 22,000 hectares of lagoon area. The mission’s main objective was to undertake a midterm evaluation of the VIE/033 Project. MKE’s evaluation compared the measured results of the project with the specific objective(s) reached at the time of the evaluation (that is, a comparison of actual results with what had been anticipated in the Project Document and/or the Inception Report).
